is it possible to have a + sign next to customer select field so that a client can be added within the create new invoice form

Also, I want to know if someone can do custom module, im from dominican republic, in my country we have a fiscal invoice numbers depending of the client, with different sequences, for example for normal people is B0200000001, for company is B0100000001 and for gubermental offices is b140000001, and so on.
