Perfex CRM - Leads to Customer conversion

Greetings !!

I have been using Perfex CRMs open source edition for a while. While converting leads to customer, I have noticed that leads can be converted to customer without sending a proposal. Is there any hook that can prevent it ? or Is there any way to stop this conversion ?
